PERMATA works in 6 regencies located in Papua Province (Jayapura regency and Merauke regency), West Papua Province (Tambrauw regency and Teluk Bintuni regency), North Kalimantan Province (Malinau regency) and West Kalimantan Province (Kapuas Hulu regency).

Project objectives

The overall objective of the project is to support the recognition of the rights of Indigenous Peoples and Local Communities (IPLCs) who live in and around forest areas to obtain sustainable livelihoods and improve sustainable forest and land sector management. It aims to contribute in overcoming the problem of deforestation and forest degradation in Indonesia. In particular, the project aims to: 

  • Support the recognition of tenure rights of Indigenous Peoples and Local Communities (IPLCs) through participatory assistance in mapping, documentation, conflict resolution, registration and verification of evidence-based certainty, and submission of certainty to local governments to obtain recognition of tenure rights from the state
  • Consolidate community-owned tenure rights documents as a database for policy advocacy 
  • Support IPLCs in building institutions and mechanisms for improving livelihoods and promoting sustainable development through a participatory approach 
  • Provide assistance to local governments at the regency level in preparing the legal and institutional basis for recognizing community rights   
  • Support IPLCs to continuously develop their capacities in managing tenure rights and developing sustainable livelihoods 
Project components/ target outputs
  • Communities in high-forest regency have more secure rights over land and natural resource
  • Community livelihoods in high forest regency enhanced
  • Enabling policies and institutions actively promote and support rights-based community development
  • IPLC communities have the capacity to sustain, protect and manage their forest resources as part of resilient and self-reliant livelihoods
Implementation Partners

PERMATA Project is implemented through a consortium with Samdhana Institute, Customary Territory Registration Agency (BRWA), the Urban and Regional Development Institute (URDI), Kitong Bisa Foundation, Kaoem Telapak Association, Perempuan AMAN, and Rainforest Foundation Norway (RFN).
